Capital markets in Latin America are thirsty for more investors, says Carlos Hernandez, head of trading technology at Mexican broker Grupo Financiero Interacciones. There has been a concerted effort to lure traders of the high frequency variety.

High-frequency trading volumes are rising in Brazil and Mexico. More Tier 3, highly secure colocation facilities have sprung up in recent years in those countries, as well as Chile. Fragmentation is very low, as the national stock exchanges─BMV in Mexico
